Okwere Grills Water Ministry Over Solar Irrigation Project in Kayunga

Bukedea County MP Hon. David Beecham Okwere, has put the Ministry of Water and Environment on the spot over the implementation of the Solar-Powered Water Supply and Irrigation Systems Project, Phase I, during a Parliamentary Committee on National Economy inspection in Kayunga District.
 
Okwere pressed ministry officials on three key accountability and implementation concerns.
 
First, he questioned the ministry over the use and accountability of the funds advanced for the project, demanding clarity on whether the money released had been properly utilised.
 
Second, he questioned whether the work delivered so far represents value for the money already advanced, arguing that the progress on the ground does not appear commensurate with the resources committed.
 
Third, Okwere raised concern over the limited involvement of local communities and district authorities, questioning how projects of this nature can achieve sustainable results without adequately engaging the people and local governments expected to benefit from them.
 
The concerns come against the backdrop of documented challenges in the wider Nexus Green project, including implementation and resource-management issues. 
 
Government reports also identify district leadership involvement as important to the sustainability of project outputs and outcomes.
 
The Committee will continue its inspection in Mbale tomorrow, where it will assess similar projects before proceeding to Bukedea for further inspection.
