Kumi District Councilors Abandon Session Over Unsettled Emoluments, Budget Approval in Jeopardy

KUMI DISTRICT - In an unexpected turn of events, councilors of Kumi District Local Government exited their council session prematurely today, expressing dissatisfaction over unprocessed emoluments. The councilors assert that their contributions to council matters have been overlooked by the Chief Administrative Officer (CAO), who they claim does not adequately support council operations.


The councilors highlighted the personal financial struggles they face, noting that many are unable to provide for their families during this politically sensitive season. They voiced concerns that prompt access to their emoluments is crucial, especially as constituents expect community leaders to be financially stable.


Moses Akol, the Chairperson of Finance for the Kumi District Executive, revealed that the councilors are demanding payment for committee meetings and council sessions, totaling 16 million shillings. This unmet financial obligation has resulted in growing frustration among the council members, who feel that their efforts are being undermined.


David Tukei, the Kumi District Speaker, stated that he had no option but to adjourn the council session after receiving a unanimous resolution from the councilors regarding their grievances.


In response to these developments, Roseline Adong Ruhoni, the Chief Administrative Officer of Kumi District, explained that the local government is experiencing a decline in revenue collection. She added that the approaching deadline for budget approval on May 31, 2025, poses a significant challenge for the district in effectively implementing the budget for the upcoming financial year.


The situation underscores the challenges facing local governance in Kumi District as councilors call for urgent attention to their financial issues while also highlighting the broader implications of budget constraints on local service delivery and community support.
