Obore Cites Family Hardship in Urgent High Court Bail Bid

Parliament's Director of Communications and Public Affairs, Chris Obore, has filed an urgent application before the High Court Anti-Corruption Division seeking release on bail, arguing that his continued detention has left his family in financial distress.


Obore, 52, lodged the application on July 6, 2026, from Murchison Bay Prison, days after he was remanded to Luzira Prison on charges of embezzlement and money laundering. He was arrested on July 2 alongside six other senior parliamentary officials by detectives from the Inspectorate of Government before being charged and remanded by court.

 

In his application, filed through M/S Omongole and Company Advocates, Obore maintains that he is constitutionally entitled to bail while awaiting trial.

 

In a sworn affidavit, he states that he is the sole breadwinner for his young family and that his continued incarceration has left them struggling to meet basic needs, including food, school fees and medical expenses.


Obore further argues that he poses no flight risk and has presented several assurances to support his application. These include surrendering his passport, providing details of his permanent residence in Kyaggwe, Mukono Municipality, a copy of his land title, and a letter of introduction from his Local Council chairperson.

 

He also told the court that he has no previous criminal record and has secured substantial sureties willing to guarantee his compliance with any bail conditions that may be imposed.

 

The Parliament communications chief further contends that he does not know the prosecution witnesses and therefore has no capacity or intention to interfere with investigations if granted bail.

 

His application follows a ruling by Chief Magistrate Esther Asiimwe on Tuesday, July 7, declining to hear bail applications filed by the accused persons. The magistrate held that because the most serious charge on the charge sheet—money laundering—is triable by the High Court, only that court has jurisdiction to determine the bail requests.


The magistrate subsequently adjourned the case until July 27, when Obore and his co-accused are expected to return to court for further proceedings.


Obore will remain on remand pending the High Court's determination of his bail application as investigations and prosecution of the case continue.
