The Senior Private Secretary to the President on Women Affairs, Judith Ewichu Apilo, has issued a stern warning to communities in Teso, Lango, and Acholi against engaging with corrupt government officials as the cattle compensation process begins. Her caution follows the approval by Parliament of Shs 80 billion for compensating individuals who lost livestock during past insurgencies.
Ewichu reaffirmed President Yoweri Kaguta Museveni’s dedication to ensuring that the affected communities receive their rightful compensation as part of the government’s broader effort to stimulate economic growth and alleviate poverty in northern Uganda. She stressed that the programme is being implemented to correct historical injustices and uplift livelihoods.
However, Ewichu raised concern over growing reports of officials exploiting the compensation process by demanding unofficial payments in exchange for services. She urged community members to resist such extortion and immediately report any cases of bribery to the State House Anti-Corruption Unit. According to anonymous sources, some district-level officials have already been implicated in soliciting money from claimants, casting doubt on the integrity of the compensation exercise.
“This programme is meant to empower affected households. It must not be hijacked by individuals who seek personal gain at the expense of community development,” Ewichu stated.
She also emphasized the need for claimants to protect their personal information, including bank account details, to avoid administrative mishandling and possible fraud. Proper documentation and vigilance, she said, are essential to ensuring that compensation reaches the intended beneficiaries without obstruction.
