Pingire 2026: Oucor’s Manifesto Push Raises Political Temperatures

Serere District – Philip Oucor, the NRM parliamentary flag bearer for Pingire County in Serere District, popularly known among constituents as “Ipilipo,” has officially unveiled his manifesto for the 2026 local elections. The five-year development roadmap aims to transform the sub-county from survival to prosperity, shaking up the political race in the region.

 

The manifesto, covering 2026–2031, focuses on wealth creation, infrastructure development, healthcare, education, and empowerment for all generations.

 

According to Oucor, the plan is rooted in the realities faced by households in Pingire, many of which continue to struggle despite fertile soils and the economic potential offered by Lake Kyoga.

 

Wealth Creation tops the agenda. Oucor pledged to promote modern farming techniques, fishing, value addition, and Savings and Credit Cooperative Organization (SACCO) financing to enable families to earn more, save more, and build sustainable prosperity.

 

On Peace and Infrastructure, he promised to strengthen local security, resolve community conflicts, and expand critical infrastructure, including roads, bridges, water, and electricity. “Without peace and good roads, development is impossible,” he remarked.

 

Healthcare is another major pillar of Oucor’s agenda. He committed to ensuring functional health centers equipped with essential drugs, staffed by trained personnel, and capable of providing maternal and child care services. He further advocated for rural health insurance schemes to protect households and uphold their dignity.

 

In Education, Oucor pledged to rebuild and expand schools, provide bursaries, support teachers, and introduce school feeding programs. “Education is the equalizer of generations. Every child, whether rich or poor, must have the chance to learn and succeed,” he said.

 

The manifesto also emphasizes Empowerment of Youth, Women, and the Elderly, promising jobs and skills training for young people, access to credit and leadership opportunities for women, and social safety nets for elders. “A society that empowers all generations is a society that prospers together,” Oucor said.

 

Launched under the slogan “Akan Toni Akan,” the manifesto calls for unity and collective progress across Pingire.
