Mao Enters Speakership Battle, Vows to End Era of “Accidental Leaders”

The President General of the Democratic Party, Norbert Mao, has officially thrown his hat into the race for Uganda’s Parliamentary Speakership, promising to end what he describes as an era of “accidental leaders.”

 

Mao’s declaration comes in the wake of the untimely death of former Speaker Jacob Oulanyah, which led to the elevation of Anita Among from Deputy Speaker to the top post under unforeseen circumstances. The Democratic Party chief argued that Among’s assumption of office, while constitutionally valid, reflected a leadership transition driven by circumstance rather than long-term strategic planning.

 

“Oulanyah passed away while still serving as Speaker, creating a vacancy that had to be filled,” Mao explained. “But this situation should not dictate the future of our parliamentary leadership. We need intentional, deliberate choices to ensure strong institutions and effective governance.”

 

Mao, who has expressed his ambition to contest the Speakership, framed his bid as a move to restore institutional strength, independence, and accountability within Parliament. He emphasized that Parliament must assert its oversight role more robustly and operate independently while maintaining constructive engagement with the Executive.

 

Political analysts view Mao’s announcement as early positioning for upcoming leadership contests and a broader reflection on the balance of power and institutional autonomy within Uganda’s governance framework. The Speaker of Parliament, as the presiding officer over House proceedings, the maintainer of order, and the guide of legislative business, remains one of the most influential positions in the country, making the stakes of this political battle exceptionally high.

 

Mao’s entry into the Speakership race signals the start of a contentious political struggle, one he insists is necessary to move beyond accidental leadership and secure a deliberate vision for the country’s legislative future.
