Hon. Peter Paul Emaju, the Member of Parliament for Kasilo County in Serere District, has challenged the Kampala Capital City Authority (KCCA) to implement lasting solutions to the persistent flooding that continues to affect Uganda's capital, warning that the recurring disaster is putting lives, businesses, and critical infrastructure at risk.
Hon. Emaju made the remarks during a sitting of the Parliamentary Committee on Physical Infrastructure, Works and Transport, on which he serves as a member. The committee is responsible for overseeing government policies, budgets, and projects in the transport, works, and physical infrastructure sectors.
He emphasized the need for a coordinated and sustainable response to Kampala's flooding problem, noting that the challenge has become increasingly frequent during periods of heavy rainfall.
According to the legislator, recurring floods have exposed weaknesses in the city's drainage systems and highlighted gaps in urban planning and enforcement of physical development regulations. He observed that many residents and business owners continue to incur losses whenever heavy rains hit the capital.
Hon. Emaju urged KCCA and other relevant government agencies to prioritize investments in drainage infrastructure, strengthen enforcement against illegal developments in wetlands and drainage channels, and improve inter-agency coordination to address the crisis effectively.
He further stressed that effective parliamentary oversight is essential in ensuring that public resources are utilized efficiently and that infrastructure projects deliver tangible benefits to citizens.
His remarks come amid growing public concern over Kampala's vulnerability to flooding, with many Ugandans calling for long-term interventions to make the city safer, more resilient, and better prepared for future climate-related challenges.
