Community reject livestock market, demand value for money

The community of Wera County in Wera Town Council Amuria District has rejected the livestock market constructed by the government of Uganda with funding from the European Union.

 

This happened as the minister for Teso Affairs Dr. Celement Ongalo Obote was in the District monitoring government programs.

 

Silver Odeke, the councilor representing Wera Central ward in Wera Town council said that the work done by the Time Trader transporter limited, a company contracted to undertake the market construction, was shoddy.

 

He said the market's nonfunctional water system and poor fencing undermined the value of money spent on the project.

 

"We are not receiving this project, they have to rectify the faults, " Silver insisted

 

Pancras Abara the speaker of the Wera Urban council said he is very disappointed by the work done by the contractor noting that the government and funders have put in enough money but the outcome of the money injected is not being seen.

 

Elly Francis Ejoku chairperson of Local council two Western Ward in Wera town council said that he got a call from the minister’s office informing him to mobilize the community that the minister is coming to monitor the project but upon his coming, it appeared he had come to hand over the incomplete project.

 

Kokas Erusu the finance secretary of Amuria District said that the project is under the Ministry of Teso Affairs with funding from The United Nations Capital Development Fund (UNCDF) and Amuria receives funding in two categories one meant for the local government excellent fund and for local revenue enhancement.

 

The Wera livestock market received Over 430million under the local gov’t excellent fund, Counterpart funding approved by the district council of 190million under Discretionary Development Equalization Grant (DDEG), and conditional grants for production and marketing worth 36 million. All for the market being questioned by the community for the value of money.

 

However, Erusu noted that the project is now largely completed except for the problem with the water system.

 

This financial year Amuria District has received over 472million and the procurement process for a contractor to undertake the construction of the Amuria town council Market is on. The District had written a concept paper requesting for 1billion from the same funders.

 

Meanwhile the Minister for Teso Affairs Dr. Celement Ongalo Obote then promised to revisit the project and gather views from the community and stakeholders so that the errors can be rectified.
