NRM Leaders Todwong, Babalanda Accused of Working Against the President

The NRM Secretary General Rt Hon Richard Todwong and some elements in President’s Office have come under attack by a section of political leaders in Nwoya District and Acholi Sub-region for undermining the authority of the President inline with the recent RDCs’ reshuffle.

 

This was after the outgoing RDC of Nwoya Mr Christopher Omara who was posted to Otuke District refused to leave the station claiming he had instructions from the NRM Secretary General not to leave Nwoya as he was not consulted at the time changes were being made. 

 

 

According to our sources, some Nwoya District Councilors that have interacted with this website say the current confusion in RDC office in Nwoya is a case of Insubordination by the NRM SG. “How can the SG say he was not consulted by the President when he was making changes in the recent RDC reshuffle?” One of the councilors wondered. 

 

 

 Some of the councilors noted that for a long time they have had issues with the outgoing RDC Christopher Omara whom they say that they have several council resolutions dismissing him from their district for poor workmanship and corruption.

 

 

“We have been writing to Hon Milly Babalanda about Omara’s level of corruption and as a catalyst of political divisions in the district but our pleas fell in a dry place. We were now glad that the President had sent us a new person unfortunately we are faced with confusion” the female councilor noted. 

 

 

One of the councilors noted that for a long time, SG Todwong has been preventing the transfer of RDC Omara a thing that has caused him problems with the current LCV Nwoya District and some councilors. 

 

 

This Website has seen a letter signed off by Hajji Kakande Yunus, the Permanent Secretary, Office of the President transferring RDC Osborne Oceng to Nwoya District on 21st August 2024. We have however also learnt that the outgoing RDC for Nwoya Christopher Omara is in possession of a transfer letter signed on 26th August 2024 retaining him as RDC Nwoya. This website is also verifying further information about some other RDCs who have been affected by alteration of the President’s instructions and instrument. 

 

 

It should be noted that for some time now RDCs have been quietly grambling about the Operations of President’s Office. Hon Minister Milly Babalanda and some technical people in President’s Office have been accused by RDCs for colluding with politicians to alter the President’s instructions to a number of deployments. They have also complained about unnecessary syndicate transfers by some staffers and local politicians. 

 

 

Sources indicate that when the President learnt about these concerns early this year, he asked the Minister of Presidency to explain where she gets the mandate to alter his appointments a matter that sent Cabinet members giggling. Our sources indicate that the Deputy Attorney General in that meeting guided that the law only gives the mandate to appoint, disappoint or reshuffle to only the President.
