Police in Serere Central Police Station have initiated an investigation into a suspected arson incident that occurred late on July 7, 2024, at Shan Gardens, Upper Shops, Kakus Cell, Serere Town Council, Serere District.
The incident allegedly involved Oluka Emmanuel, a Uganda People's Defence Forces (UPDF) officer stationed in Kabong District. Reports indicate Oluka visited Shan Gardens to book a room for the night with his unidentified girlfriend.
Around 1:00 AM, workers at Shani Gardens heard what sounded like an explosion. They quickly evacuated and discovered heavy smoke emanating from Oluka's room. Witnesses observed Oluka fleeing the room in only his underwear, prompting immediate concern.
Workers acted swiftly using local methods to contain the fire and attempted to rescue Oluka's girlfriend, whose identity remains unknown.
Preliminary findings suggest the fire may have started accidentally when Oluka failed to properly dispose of a cigarette filter containing embers in his belongings.
The incident was reported to Serere CPS by Egau Charles, the 27-year-old manager of Shani Gardens. A General Enquiry File (GEF 011/2024) was opened, and the Scene of Crime Officers (SOCO) documented remnants of Oluka's burnt UPDF uniforms at the scene.
"As of now, no arrests have been made, but police inquiries are ongoing," stated ASP Obukulem Edison, Acting PRO East Kyoga, in a press statement issued today.
