Julius Ocen, the vocal chairperson of the Teso War Victims Association and now a prominent figure in the National Unity Platform (NUP), has announced his return to the political arena, reigniting his ambition to represent Kapelebyong District in the 2026 general elections.
Speaking during a strategic meeting with NUP delegates at the party’s regional office in Soroti City, Ocen declared that his political comeback is both purposeful and symbolic, characterizing it as a “return like a ghost” to challenge the incumbent MP, Hon. Anthony Esenu of the ruling National Resistance Movement (NRM).
“This is not just a political campaign, it’s a calling,” Ocen stated. “I return like a ghost not to frighten, but to remind Kapelebyong and the nation that justice delayed is not justice denied. The suffering, silence, and resilience of our people must never be forgotten.”
Ocen previously contested for the same seat in the 2021 general elections but was defeated by Esenu. Now, with rising grassroots support and momentum within NUP structures, he believes the political climate has shifted in his favor.
He openly criticized the NRM’s performance in the region, citing failures in addressing the needs of war-affected communities, youth unemployment, and underdeveloped infrastructure. “For decades, the Teso sub-region has been sidelined. The leadership has failed to deliver meaningful change. The time has come for a new direction,” he charged.
Political analysts suggest that Ocen’s return could trigger a tightly contested race, especially given his strong base among youth and post-conflict survivors.
As 2026 draws closer, Kapelebyong appears headed for an intense political showdown, one that pits the incumbent’s legacy against the revived spirit of a contender who refuses to fade into history.
