ACP Emitu Ezekiel Ebapu Takes Over as New Kampala Metropolitan Police Commander

Assistant Commissioner of Police (ACP) Emitu Ezekiel Ebapu has officially assumed office as the Kampala Metropolitan Police (KMP) Commander, promising a renewed focus on professionalism and community partnership.
 
The handover ceremony took place today at the Central Police Station (CPS) Kampala, where ACP Emitu received the instruments of power from the outgoing Commander, Commissioner of Police (CP) Richard Ecega.
 
The ceremony was presided over by the Director of Operations, Assistant Inspector General of Police (AIGP) Mwesigwa Frank, who represented the leadership of the Uganda Police Force.
 
In his keynote address, AIGP Mwesigwa expressed profound gratitude to the outgoing Commander, CP Ecega, for his steadfast leadership. He acknowledged the immense pressure that comes with securing the nation’s capital, describing Kampala as one of the most "sensitive and demanding" policing environments in the country.
 
"Kampala requires constant vigilance, resilience, and sound judgment," AIGP Mwesigwa noted. He commended CP Ecega for executing his duties with a high level of commitment and urged him to carry the wealth of experience gained at KMP to his new posting.
 
Turning his attention to the incoming Commander, AIGP Mwesigwa emphasized that the change in leadership is far more than a routine administrative shift. "Command is not merely a change of office, but a transition of responsibility, authority, and accountability," he stated.
 
AIGP Mwesigwa issued a clear roadmap for ACP Emitu, outlining several strategic priorities to ensure the safety of the metropolitan area:
 
Crime Prevention: Strengthening inter-agency collaboration to stay ahead of criminal elements.
Operational Excellence: Maintaining firmness and restraint while ensuring all operations are conducted with the highest levels of professionalism.
Accountability: Enhancing discipline, strict supervision, and operational accountability among the rank and file.
Community Policing: Building and maintaining strong partnerships with the public, highlighting that "public trust is a strategic asset" for effective policing.
The handover marks a significant transition for the Kampala Metropolitan Police as the force continues to navigate the complexities of urban security and public order management. ACP Emitu assumes the role at a time when the public maintains high expectations for police efficiency and transparency in the capital city.
