SERERE DISTRICT - The political spotlight is firmly on Serere County as incumbent MP Emmanuel Omoding prepares to defend his seat in the 2026 elections. With a crowded field of challengers, Philip Oucor ("pepsi") the contest is predicted to be a heated battle defined by promises, financial muscle, family rivalries, and fierce intra-party dynamics.  

Emmanuel Omoding’s political career began under extraordinary circumstances following the untimely death of his father, Hon. Patrick Okabe, in a tragic road accident. Riding on a wave of sympathy votes and backed by his late father’s political allies, Omoding won the February 2023 by-election with 15,638 votes. His campaign was anchored on ambitious promises, including bringing aid from Australia, improving healthcare, and addressing infrastructure challenges.  

However, nearly three years into his term, Omoding faces mounting criticism for failing to deliver on many of these promises like Infrastructure projects, healthcare, and the anticipated Australian aid has yet to materialize. With sympathy votes no longer in play, Omoding must now rely on his leadership style, achievements, and ability to connect with the electorate.  

The NRM Primaries: A Heated Contest

Before facing the general electorate, Omoding and Oucor must first navigate the National Resistance Movement (NRM) primaries. This intra-party contest will determine who carries the party flag, gaining access to the NRM’s vast resources and support.  

Omoding, though elected as an independent, is NRM-leaning and will compete against several other strong candidates for the party flag, including:  

Otala Samuel Emong Iseera (NRM)

Ariong Steven "Bull Doozer" (NRM)

Okwii Emma (NRM)

Otale Ebekulasi (NRM)

Etomet Gilbert (NRM)

The NRM primaries are expected to be one of the most fiercely contested phases of the election cycle. The winner will not only gain the party’s endorsement but also set the stage for the general election.  

Other Political Contenders

Apart from the NRM aspirants, other political parties anticipated to also fielding strong candidates, include:  

Emmanuel Eratu (FDC) – Representing the Forum for Democratic Change, Eratu once also contested in the Serere County by-elections aims to capitalize and present himself as a credible alternative.  

Alice Alaso (ANT) – Running under the Alliance for National Transformation, Alaso brings years of political experience and a focus on governance reforms.  

Additionally, independent candidates like Elogu John Lawrence are also expected to join the fray, adding further complexity to an already crowded race.  

Philip Oucor’s Strategic Comeback

Philip Oucor, a renowned entrepreneur and philanthropist popularly known as “Pepsi,” is positioning himself as a formidable challenger. Leveraging his corporate background, financial strength, and grassroots connections, Oucor has built a reputation as a man of action. His efforts during the COVID-19 pandemic, which included donating food and relief items worth over 21 million Ugandan shillings, solidified his standing among voters.  

Having previously contested for the Serere County seat, Oucor has refined his campaign strategies and aims to present a compelling vision for the district. His ability to blend philanthropy with actionable development plans makes him a serious contender.  

Voter Expectations and Challenges Ahead

As Serere County gears up for the 2026 elections, voters are increasingly demanding accountability and tangible results. They are scrutinizing candidates' track records and evaluating their ability to deliver on promises.  

For Omoding, the challenge is to address criticism head-on and prove that he has grown as a leader capable of driving meaningful development. For Oucor, the focus will be on translating his financial resources and goodwill into actionable plans that resonate with voters.  

With party politics, and voter expectations all in play, the 2026 election is set to be one of the most competitive in the region. The crowded field of candidates promises a vibrant contest that will test the leadership and resolve of all aspirants.  

Ultimately, the people of Serere County hold the power to decide their future, making this election a defining moment for the district’s political and developmental trajectory.
