General Muhoozi Kainerugaba, the Chief of Defence Forces (CDF) and Chairman of the Patriotic League of Uganda (PLU), has announced a significant shakeup in the organization’s top leadership, replacing long-serving Secretary General David Kabanda.
In a move shared via his official X (formerly Twitter) account late Thursday, Gen. Kainerugaba appointed Tingey County Member of Parliament, Hon. Fadil Twalla, as the new Secretary General of the movement.
"The new General Secretary of PLU is Hon. Fadil Twalla. I will work closely with him to achieve our objectives," Gen. Kainerugaba stated in his announcement.
The transition marks the end of a three-year tenure for Kasambya County MP David Kabanda, who has been a central figure in the growth and mobilization efforts of the PLU. Expressing his gratitude for Kabanda’s contribution, the Chairman noted that the outgoing Secretary General had set a high bar for the organization.
"I thank Hon. Kabanda for his 3 years of excellent service. He set the standard high for the position," the Chairman added.
To ensure a smooth transition of power, Gen. Kainerugaba issued instructions to the PLU National Vice Chairperson, Mr. Michael Nuwagira—also known as Toyota—to oversee the handover process.
"The National Vice Chairperson of PLU, Mr. Michael Nuwagira, is hereby instructed to organise the handover/takeover ceremony of the position of General Secretary of PLU as soon as possible. From Hon. Kabanda to Hon. Fadil," the directive read.
The Patriotic League of Uganda, which was rebranded from the MK Movement earlier this year, has been actively positioning itself as a major political force in the country. Analysts view the appointment of Hon. Fadil Twalla as part of a broader strategy by Gen. Kainerugaba to reorganize and refresh the leadership structure of the PLU as it prepares for future political operations.
While the reasons for the sudden change were not explicitly detailed in the communication, the appointment of a new Secretary General is being closely watched by political observers as an indicator of the movement's evolving internal dynamics.
Hon. Kabanda is expected to remain a key member of the movement, though his specific future role within the organization’s hierarchy remains to be clarified.
